Makers Culture and Citizen Science

YUMURA, Tsubasa(Associate Professor, Hokkaido Information University)

In the session "Trends and Possibilities of Non-Academic Driven Research" held at JOSS2019, we discussed the similarities and differences between academia and non-academia from various perspectives. In this session, we will focus on the maker culture, which will be positioned as one of them. Some of the works exhibited at Maker Faire, an event that symbolizes Makers culture, are novel. They could be seen as a type of citizen science in which citizens participate in research activities. In this session, we will focus on the aspect of Makers culture as citizen science and discuss its possibilities and issues.

Toward the long-term preservation of research data

In the current context of both open science and research integrity, long-term preservation of research data is an important issue. It is necessary to choose appropriate storages that consider long-term storage in system structure and management. However, some problems need to be solved, such as the fact that field-specific metadata require dedicated input and search interface, or large volumes of data require dedicated storage facilities. Besides, currently, researchers have to bear the labour and cost of storing their research data themselves.
Against this background, many researchers still keep their data in storage, and those research data is not accessible for other researchers. Furthermore, because more reliable and informative storage tends to require more effort and money, depending on the circumstances, research data may be stored in a variety of ways, such as "just put on a web page", "in a proprietary database with specific metadata", "put in a trusted data repository", all of which has different challenges.
Based on this understanding, this session will introduce several initiatives for long-term preservation, depending on the type of preservation. These initiatives will be informative for researchers considering preserving their research data and helping them reduce the effort required by researchers to preserve data and make more data available for the long term. We would also like to discuss how researchers can refer to these initiatives to choose appropriate storage locations and preserve data for the future.

Current and Future View of Research Data Utilization; Reports and Problems from RDUF

Takaaki Aoki(Nagoya University)

Research Data Utilization Forum (RDUF) was established in 2016 and has been involved in the popularization of open science and data-driven science. In 2020, RDUF organized three subcommittees – 1) Research Data License, 2) Research Data Citation, and 3) Japan Data Repository Network, which issued activity reports to promote open science in Japan as well as raise problems to the future. In this session, the RDUF and its subcommittees briefly present their activities in both aspects of achievements and problems. We try to organize the matrix issues that view axes of “data preservation vs. data utilization,” “practical action vs. theoretical design,” etc. The panelist and audience will share the issue matrix and discuss the current and future vision of research data utilization in Japan.

Current practice of FAIR data curation

Yasuyuki Minamiyama(Research Center for Open Science and Data Platform, NII)

To improve open science infrastructure, it is necessary to curate the research data in a form that can be utilized in other fields. On the other hand, the actual data curation method differs by each academic field Moreover, it is presumed that there are differences in the level of implementation even within the same field.
In this session, we will focus on the FAIR principles, which are internationally advocated, and some experts will show the best practices (such as data formatting, metadata creation, and data document writing) on how to curate data according to FAIR. We will also give examples from the perspectives of data evaluation and discovery services related to the FAIR Principles.
In the discussion, we plan to deepen our understanding of the generic-framework of data curation by discussing the similarities and differences in their data curation activities. Furthermore, we will discuss exploring feasible methods for data distribution across fields and domains.

Open Science Policy in UK and Japan for the future

HAYASHI, Kazuhiro(Director, Research Unit for Data Application, NISTEP)

Open science is driving the digital transformation of science and changing the way society works. In terms of policy, the G8 London Summit in 2013 called for the openness of research data, and the G7 Tsukuba Summit in 2016 launched the Open Science Working Group, where stakeholders have repeatedly engaged in dialogue and practice in terms of research data infrastructure development and incentives. As we approach the year 2020, COVID-19 has unintentionally made the significance of this pioneering effort widely known, and the implementation of policies centered on the broad sharing of research results has progressed, while the transformation of each stakeholder has accelerated.
In this session, with the cooperation of the British Embassy, we will introduce the open science policies of Japan and the UK, and discuss their commonalities and differences with their backgrounds, with the aim of triggering tomorrow's initiatives and behavioral changes in each stakeholder.

Rue Ikeya(National Institute of Informatics)

"Open Science and its Implications to Transformative Science, Technology and Innovation Policy"
Open science is expected to play a key role in STI policy, especially in addressing societal challenges and realizing transformative innovation for sustainable development. The author will discuss these issues, including trends of transformative STI policy in Japan and abroad.

"Crowdfunding from the perspective of science and technology society"
Crowdfunding, which supports scientific research, has unique K3 from the perspective of science and technology society (STS). J2, there is no peer review by the expert "Budget-funding Community" when it comes to budgeting. Researchers need to appeal to society and use Youtube and SNS. As H3result, there may be unique research that cannot be done A3with a government budget, "crowd-supported science," could be born. I will introduce the characteristic analysis of crowdfunding, which has attracted attention as the "fourth funding".

Will the Open Science Paradigm Promote the Democratization of Science?

Eiri Ono(Kyoto University)
Yuko Ikkatai(Tokyo University)

Open science paradigm has been reducing the physical and financial barriers to access to scientific information. In addition, there is a movement to rethink the existing framework of science, such as online citizen-participatory researches and "wild researchers" and "independent researchers" who conduct research without being affiliated with universities or other organizations. If open science can change the structure of intellectual production, promote the democratization of science, and create a layer of "citizen researchers," then the following points become problematic. (1) What are the conditions for the citizen researchers, (2) Is it possible to democratize funding, and (3) How should citizen researchers be treated in science and technology policy? In this session, experts will give lectures on each of these three points, followed by a discussion on the possibilities of citizen researchers with the participants.

Persistent ID - It's latest movement

Ritsuko Nakajima(Japan Science and Technology Agency)

Persistent identifiers (PIDs), key infrastructure for open science, have become an indispensable technology as global PIDs such as DOI and ORCID have been integrated into the publication workflow. PIDs are still being developed, and the aim is to link and utilize information across the entire research workflow, including funding and research evaluation. On the other hand, in Japan, there are local PIDs that are distributed domestically, but connectivity with global PIDs is an issue in widely disseminating and distributing Japanese research results. The session aims to share the latest examples from overseas and provide an opportunity to think about the dissemination of research results from Japan.

Let's discuss open science with Young Academy members

KONDO, Yasuhisa(Associate Professor, Research Institute for Humanity and Nature)

Open science commonly refers to efforts to make the output of publicly funded research more widely accessible, but the essence of open science is to open the academic knowledge production system to society. This means that open science is an action to reconsider the relationship between academia and society. Early career researchers are a future generation of academia and thus expected to actively lead open science actions, although the survey results indicate that they are reluctant to publish and share research data because they are exposed to fierce competition for a decreasing number of stable academic positions. Together with members of the Young Academy, Science Council of Japan, this session discusses how open science contributes to building better relationships between academia and society, considering the circumstances and issues that early career researchers are facing.
